Western Visayas Transport Cooperative (WVTC) is a duly registered and progressive transport cooperative founded in April 2019. Based in the heart if Iloilo City, WVTC is committed to providing safe, efficient, and modern public transportation services to the riding public.
Operating a strong and growing fleet of 95 Modern Vehicles, WVTC serves key routes across Iloilo City- connecting people, supporting businesses, and enhancing community mobility every single day. As an active partner of the government’s Public Utility Vehicle Modernized Program (PUVMP), we champion innovation and sustainability in public transport.

At WVTC, our goal is simple yet powerful: to deliver modern transportation that elevates the everyday travel experience of every Ilonggo. Guided by our core values and strengthened by our dedicated members and personnel, we continuously strive to be the cooperative of choice in Western Visayas.

WVTC: A History of Progress and Resilience
The Western Visayas Transport Cooperative (WVTC) traces its roots to the 2017 launch of the Public Utility Vehicle Modernization Program (PUVMP). Emerging from the Iloilo City Loop Alliance of Operators’ and Drivers’ Association (ICLAJODA), the group actively collaborated with the Department of Transportation (DOTr) to advance jeepney modernization in Western Visayas. After overcoming regulatory and organizational challenges, WVTC was formally registered with the Cooperative Development Authority (CDA) on April 02, 2019, establishing itself as a legally recognized cooperative dedicated to transforming public transport.
The COVID-19 pandemic in March 2020 disrupted operations, but WVTC demonstrated resilience by partnering with local governments to secure member support, implement health protocols, and refine strategies for recovery. Amid these efforts, the national government resumed transport consolidation under the PUVMP in mid-2020. By mid-2021, WVTC had successfully consolidated a majority of Iloilo City’s public utility vehicles (PUVs), aligning with modernization standards such as fleet upgrades and professional driver training.
A pivotal milestone came in June 2022 when the Iloilo City Council adopted the Local Public Transport Route Plan (LPTRP), a framework WVTC helped shape through technical insights and stakeholder engagement. This plan laid the groundwork for efficient, accessible, and eco-friendly transit networks.
June 16, 2023, marked another historic achievement for WVTC, the official launch of its modernized jeepneys. These vehicles, equipped with energy-efficient engines, GPS tracking, and accessibility features for persons with disabilities (PWDs), began servicing key routes in Iloilo City. This rollout symbolized WVTC’s commitment to the PUVMP’s vision of safer, greener, and commuter-centric transportation.
Today, WVTC continues to lead innovations in public transit, balancing regulatory compliance with member welfare and passenger needs. From its origins as a grassroots alliance to its role as a pioneer of modernized transport, WVTC exemplifies the power of unity and perseverance in driving meaningful progress for communities and the transport sector.

As a service provider, it is the mission of our cooperative to provide the general public a wholesome, dependable and safe travel with our modern and environment friendly vehicles.

PREAMBLE
We, the members, officers, and employees of the Western Visayas Transport Cooperative, guided by Republic Act 9520, the universally accepted cooperative principles, and the cooperative values of self-help, self-responsibility, democracy, equality, equity, and solidarity, do hereby adopt this Code of Ethical Standards to uphold the highest ideals of honesty, integrity, professionalism, and service for the welfare of our cooperative and the community we serve.
POLICY ON MEMBERSHIP
Article I – General Provisions
Section 1. Title
This manual shall be known as the Membership Policy Manual of Western Visayas Transport Cooperative, hereinafter referred to as the “Cooperative.”
Section 2. Legal Basis
This manual is issued pursuant to Republic Act No. 9520, otherwise known as the Philippine Cooperative Code of 2008, its Implementing Rules and Regulations, and the Model By-Laws for Multipurpose Cooperatives issued by the Cooperative Development Authority (CDA).
Section 3. Objectives
The objects of this manual are to:
- Establish clear guidelines on membership requirements, rights, privileges, and responsibilities.
- Promote active and sustained member participation in the Cooperative’s programs and services.
- Provide procedures for admission, withdrawal, termination, and maintenance of membership records.
- Ensure compliance with the law, CDA rules, and cooperative principles.
Article II – Membership Requirements
Section 1. Qualifications for Membership
Any person applying for membership must:
- Be a Filipino citizen, at least 18 years old at the time of application.
- Have the capacity to contract and meet the obligations of a member.
- Be a resident or working within the area of operation of the Cooperative.
- Be willing to accept the responsibilities of membership and abide by the by-laws,
policies, and decisions of the Cooperative.
- Pay the required membership fee and share capital subscription as prescribed by the Cooperative.
- Must be a member operator and/or driver of the Iloilo City-Loop Alliance of Jeepney, Operators and Drivers Association – ICLAJODA.
Section 2. Types of Membership
- Regular Member – An individual who has complied with all membership requirements, subscribed to and paid the minimum share capital, and is entitled to all the rights and privileges of membership.
- Associate Member – An individual who has no right to vote or be voted upon and is entitled only to such rights and privileges as provided in the by-laws. An associate member may become a regular member upon compliance with the requirements for regular membership.
